80 percent of the hard work is still in front of us. But in the past, North Korea has been surprisingly flexible if the right incentives were offered.

The hard work over the past two years, of intensive and widespread consultation and of putting the proposals together, will be lost. Worse, the mutual trust we have taken pains to build between the central government and ourselves, the trust we need to take our democratization forward, will dissipate.

No matter what came up we never did stop. It's hard work that keep us here.

While hard work remains ahead of us, our efforts are starting to show results.
