All of this didn't prove anything. It didn't get anywhere. It just created a mess. It muddied names and created an unnecessary mess.

Based on our review, we believe there's anywhere (between) 600,000 to 800,000 deceased or duplicate names on the qualified voter file. It's not just a Detroit problem. It's a statewide problem. Their maintenance and operation of the file leaves a lot to be desired.

If they were doing something that created the problem, or if there was something that was making them vulnerable to the problem, I just don't know.
