All the bureaucracies and boundaries are thrown out. The formality goes away, and you just roll up your sleeves and roll with the punches.

That environment down there has forced people to get very ingenious.

The reason is that Guard commanders generally have a better working relationship with local authorities. Guard forces can also perform law enforcement functions. That mission was seen as a harbinger of the future.

I've been involved with the Creative Coalition since shortly after the founding...
