As the ground shifts and the building deteriorates, so does the sidewalk. We shored it up about 20 or 25 years ago and we've had to go back in a shore it up again. It's just not safe.

The EDC is going to build the building. All of the development costs will be repaid by Devon. There are incentives that will be paid to Devon in the future, but they're separate from costs of developing the property.
