Astronomers wanted a time scale that represented the Earth's movement, and the clock community wanted a smooth scale. The compromise has become increasingly difficult to maintain.

The idea that it's going to be midnight in the middle of the afternoon is just nonsense.

That's not a compromise; it's a cop-out. His actions don't represent what the community is asking for, but I don't think he really cares.
