Basically, we looked at a number of different likely culprits that various folks think might be responsible for this shortfall.

We had a shortfall of about $80,000.

It's basically different strokes for different folks. It's what they need, how big they want it, how much they want to spend. It crosses the board. So that's why there's so many vendors out on the market right now.

The culprits must be punished,

This number is likely to further rise.

We don't do the avian flu. DMORT is responsible for [processing] the remains only ... they don't identify, they don't do autopsies -- those are done by local medical examiners. We aren't responsible for that.
