Costly hurdles like this obstructing delivery of these [public] services will mean the public will foot the bill. Everyone wants to protect property rights, but no one wants to pay more for electricity, gas, and water or see an improving road system take a turn for the worse.

This provision just goes too far. On its face it seems like a worthy concept, but when you look deeper you see major constitutional and equal protection problems.

The board has not made a decision on anything. We're still going through the process.

We're not going to let the people of San Diego County down. We are on schedule. We are on time. And we're going to come up with a solution that hopefully will be embraced by the voters in November of 2006.

Gov. Riley has been discussing and will continue to discuss this issue with legislators.
