Europe's offer provides a middle ground around which WTO members should converge,

Having made this offer, Europe is in a much stronger position to negotiate and unlock the talks.

This offer would be a conditional offer which would enable other WTO members to make further moves in relation to agriculture, industrial goods and services.

There doesn't seem to be a lot of middle ground with me.
