Even getting divers out there to assess pipelines is a big issue due to a lack of helicopters, boats and power. It's in quite a disarray.

Repair and assessment operations are going on as we speak and the hurricane season is just around the corner now. Resources are already stretched to the limit.

A temporary pipeline seems like wishful thinking, too. The work force to lay down new pipe just doesn't exist given all the work that needs to be done on current repairs and assessment.
