Everybody gets religion after a scandal, at least for a while. There are a lot of ethics rules in the House and Senate. The problem is that there either aren't enough rules or the enforcement has been insufficient.

We're trying to move away from looking at ethics as scandal to ethics as strategy. We're lifting up the hood and seeing the concrete strategies companies are using — this might help to see what other companies can do.
