Fifteen percent is a humanitarian emergency and we are already at 25 percent.

It could be -- 10 percent is due when the sheetrock is going on. Fifteen percent is due when the plumbing is going on. It can be on the completion of those events or on the beginning of those events.

We did meet that deadline. We gave them copies of the emergency plans we already had.

We have had a good year. We've already surpassed last year. We're up about 12 percent over last year.

Humanitarian agencies cannot operate where assistance is being targeted. We are already seriously challenged by the logistics of this mission and shouldn't have to watch our backs as well.
