Filing a complaint [through the police] can be intimidating for juveniles.

Police officers should be considering is it worth the risk of an accident or the risk of human life for the type of crime I'm pursuing. In the Lewis case, the officers just wanted to talk to two juveniles riding on a motorcycle.

Somebody has to file a complaint. We cannot be at the spot all the time. The police have other things to do.

The most common complaint is the misuse of a person's identity to get a new credit card.
