First, it's a huge improvement from the existing RUP toolset, so it's just [much] better in terms of usability [and] authoring. It's a replacement for the current toolset.

Part of this [donation] is that for developers, they can say that this is a widely [accepted] set of best practices anyway, so now we can use and extend it and third party developers can build on it as well.

The biggest change is that it's an amazingly productive authoring environment compared to what's there today.
