From our point of view, the legislation is somewhat constitutionally suspect from the get go. I can imagine this legislation being challenged at some point in court.

This provision actually provides a back door for undermining that.

Anything I do in my home is my business. It's nobody else's unless the state has a compelling interest and justification for accessing my information.

I don't think anyone — even the drafters (of the legislation) or folks at the State House — looked at the fact this change eliminated the (toll-evasion) fine. I don't think the dots ever got connected.

The introduction of this legislation has been delayed for a few years. We are going to try to push this forward.
