Good preparation and prevention can help avoid an outbreak. Government preventive measures have been effective so far, but it is further tightening controls on the virus.

We've installed Cyber Points in libraries, post offices, and other public facilities so that those without computers at home will still have an opportunity to access the Internet. The fundamentals (of our IT strategy) are to start from the homes and schools.

Installing hardware is only the first step. There also needs to be training, and interesting applications for first-timers as an incentive for them to go online.

So far there hasn't been any widespread outbreak.

We strongly urge the U.S. government to take effective measures to prevent this act from being adopted in the Congress and to prevent it from becoming law.

An ounce of prevention is worth a pound of cure.
