Governments at all levels failed.

I failed to recognize how important it was to elevate a matter of such gravity to the highest levels, including the president and the members of Congress,

The way it is now, the property owner is clearly at a disadvantage. This levels the playing field.

The old system was based on subjective factors and was fundamentally flawed. The question of whether the benefit levels now are adequate or not – that's something that the governor and the Legislature need to answer.

These are challenging times at home and around the world. We will have to work together in a bipartisan spirit and with our international partners if we are going to achieve progress and peace now and for future generations.
