Having come across the undeniable fact of theft of our gas from the export pipe and in order to ensure energy security for Europe, we have decided to take all possible measures to ensure that Western consumers continue to receive gas in accordance with the contracts in effect.

We will restore full supplies to Europe by tomorrow evening, but you must understand the circumstances when Ukraine keeps stealing our gas and we continue to supply it cannot go on forever.

Arbitration is a last resort, but if Ukraine is ready to do this we are ready too.

If there is no contract, there will be no supplies.

If there isn't a (new) contract, there won't be deliveries.

We have always supported the idea of parity management and we stick to it now. Moreover, we see the possibility of inviting a third, foreign partner into the consortium and of redistributing stakes in it accordingly, say, among Ukraine, Russia and Germany, because Germany was brain-father of this proposal.
