I don't want the city to be able to hoodwink people and blatantly get money they are not entitled too.

There's no economic puzzle here. Where there's money to be made, there will be people out to make it. Where some gamers are playing for fun, others are pursuing a new kind of day-trading game and those two factions are trying to co-exist.

It's bad enough that we get tickets we are entitled to, but for the ones we didn't do anything wrong, that's not right.

You can't be absent for your first five classes and then show up for driver's ed. They knew if they missed an earlier period they couldn't go to driver's ed, and if they didn't go to driver's ed, they couldn't get their license. There was a real incentive for them to keep all their grades up.

Then the companies can figure out if whatever equipment they wish to install addresses or meets that mandate.
