I have passed on the very resolute position of my government regarding the necessity of dialogue and a political solution.

The local, state and federal government are still at quite a distance away from a financially feasible solution. While there needs to be a way to assure the financial recovery of hurricane victims, you also need to make sure the risk is reflected in the price that people that live in high-risk areas pay.

The solution is to go after the employers. But the government has proven unwilling to do that.

The government decided that confrontation was not a good solution, and to let it evolve politically.

There is a general rule of necessity with any government board. If they need to act and can't act, the conflict can be overlooked. If they are paralyzed from acting, they may have to overlook the conflict of interest.

All government is an ugly necessity.
