I think from the outset there was a prima facie case and this has been vindicated.

I think that's fair to say. That has been the case from the outset, whether it's eligibility issues or training issues or whatever the case may be.

The mayor does seem to have failed, from the outset of this case, to have appreciated that his conduct was unacceptable.
