I believe that President Clinton considered the legal merits of the arguments for the pardon as he understood them, and he rendered his judgment, wise or unwise, on the merits.

Small attacks -- those under $5,000 damage -- should be treated as a misdemeanor and not a felony. But multiple attacks should be treated as one large attack and punished accordingly,

That's something that I think is within the bounds of the laws and regulations there are, but still I think it really is a first in American politics.

The president is always somewhere on the horizon in any midterm election, and in this one it might very well be more than the usual referendum on the president. Bush could be a heavy shadow in this election.
