I think it's fair to say that over the course of the Bush presidency, if Dick Cheney had had his way, there would have been much less attention paid to him than there has been. That's the exact opposite of what vice presidents historically have had to deal with.

With Bush, I've long thought this presidency has been swallowed by his vice president. Dick Cheney is not interested in uniting with anybody.

Under Dick Cheney, this has been the most substantive vice presidency in history.

If President Bush told Dick Cheney to do something, rather than the other way around, that would be a first for this White House. If, as these documents suggest, President Bush authorized Dick Cheney to authorize the leak only after Dick Cheney first authorized the President to do so, then the whole situation starts to make a little more sense.
