I think the bill is quite clearly unconstitutional. I believe the Supreme Court has already ruled dormitories can be considered domiciles.

The goal of this bill is important and laudable. Don't put it aside because some people's lives will become harder because they don't have my social security number.

In 1989, the U.S. Supreme Court ruled that minority set-aside programs in municipal contracts were unconstitutional. The court wondered if there were proof that people of color even want to receive municipal contracts.
