I think the reason they didn't go with it is the government feels they are backpedaling to save an embarrassing situation,

Pot has become a government cash crop.

We're still not convinced there is a good reason for the government to withhold what is typically a public document. However, this new order is the correct legal way for the government to try to prevent the release of the report, as opposed to the unconstitutional effort to control the flow of information in a free society.

We do not want government interfering in our lives, taking away reasonable freedoms with no good, objective reason to do so.

The biggest reason that there haven't been more protests is that the government has taken effective measures to prevent them. More cautious reporting by the media has been a big factor.
