I think this is a responsible budget for the elementary and secondary costs. With the secondary portion there were a lot of pieces out of our control.

I went to elementary school in Ottawa, and then to a private secondary school.

When it's all said and done, I'm held responsible for our budget. If I had the latitude, there's nothing I would rather do than grant everybody's wishes. Unfortunately, I'm not in that position.

I do understand what it is to not want to commit to someone, knowing that might bring pain or commit to a life that has to do with being responsible to people other than myself. These things, I think, are normal things.

I don't think our secondary has ever been stable since I got here. We have always had guys in and out of the lineup and guys getting hurt. There's always been a lot of turnover there. It's kind of the way it's been here for the past few years. It's something we have to deal with. Guys have got to step up. We have a lot of talented guys back there.

We have serious constitutional concerns about how the legislature drafted this portion of their budget. And I would not venture to speculate on whether the governor will veto this item.
