I will govern according to principle. The time has come for us to believe again.

The voters of Arizona will discover that my core values - limited government, economic freedom, secure borders and family values - are their core values.

Her executive order uses the National Guard as window dressing. She wants the National Guard to be solely in a support role. The National Guard should not be used to change the oil for border patrol vehicles, nor should it be used as a political prop for her re-election.

She has no vision, no guiding principles for our state. This lack of clear vision and principle is what propels her to be on all sides of many issues, to say one thing, then do another or do nothing.

We're hopeful the court will save us aggravation and leave things the way they are. But if they overturn laws here, we'll seek whatever remedy is in our realm, including a state constitutional amendment.

We are making significant steps that will enhance our focus on meeting financial commitments and position us to meet marketplace demands for 2003 and beyond.
