I would say they're outraged, concerned, disappointed.

I'm especially outraged they didn't even wait until the deadline, ... I'm just so disappointed. I understand that in the whole scheme of things, it's just a sidewalk, but it's still something that's important to residents.

The company's demands are unreasonable, and we plan to fight them in court.

That is certainly a serious action that we have to look at.

They [those who issued the threat] don't specify the bridges, ... Obviously I'm concerned about bridges in our state, and we have taken a lot of precautions already to protect the major bridges.

Be bullied, be outraged, be killed, but do not kill.
