If we do this, we can work out any problems or bugs out of the system and do a much better job.

This is our first dry run. Whenever you do something the first time, there are always problems to be worked out. It's very important, because you can imagine if we had to run 13,000 people through here, we need to practice it.

Our concern is that people are coming across the border into Illinois and Wisconsin having this very contagious disease.
