If you're not able to keep the city operating, businesses and people might not come back at all. That's a tremendous Catch-22.

I don't even have a loose shingle. There are people on this force who went to work on Monday morning and at the end of the day didn't have anything but what they were wearing.

As far as law enforcement goes, money is at the root of everything. We need more personnel, more equipment. The DA's office needs more people and money. The corrections department needs more people and space to house prisoners.
