I'm optimistic for the residential development of Camden. I think Philadelphia is expensive, and Camden is a viable alternative. In the long term, there's good potential in Camden.

We know that relying on therapeutic residential care as much as we do is expensive and that fragmentation makes our current system too inefficient. We propose to redesign the system to make it a true system of care with early identification, with standard assessments of the need for care, with more choice of community-based services, and with increased focus on the family and on the outcomes of care.

The ramifications would have been a moratorium on new development, all new development, residential and commercial; heavy fines from the federal government through the federal courts; and possibly the takeover of the city's water system,
