In the current law we're seeing Social Security dwindle. And so what we're saying is if we're going to reduce taxes we just want to make sure that there are things within the law that pay for it.

We also have some nonprofit groups, the Social Security Administration and law enforcement.

So there is a bookkeeping way to say that I am not using the Social Security cash flow, but the overall effect on the taxpayer and the economy is the same. The government is borrowing additional net money.
