India is poised today to enter a new phase in its foreign policy. We aspire to be a permanent member of the Security Council. We are demonstrating a growing capability to shoulder regional and global responsibilities.

These matters should be resolved through discussions and not through confrontation.

I don't think we are soft- pedaling this issue or that.

India is a partner in global non-proliferation efforts rather than a target of these efforts,

a very useful instrument in bridging differences between the two countries.

India has political limitations. We are not in a position to redraw boundaries. Short of that what is required to give comfort to people of Jammu and Kashmir in terms of free flow of people, goods and ideas we are ready to consider.
