It is a massive move, the largest move that the EU has ever made. This proposal shows that any notion of fortress Europe is exaggerated.

The trains that travel the Chunnel are massive machines. The Eurostars are bullet-shaped and a quarter-mile long. They are pulled by a 136,000-pound locomotive and move in the open air at 185 m.p.h. and through the tunnel at 100 m.p.h.

So in the background, too, is the notion that if there is any move to sell the dollar, there will be central bank intervention.

Until we get more clarity for further resolution to the investigation, it will be difficult for the stock to move forward. Our net view is that we expect it to trade in a pretty tight range now.

There is compelling evidence of serious state intervention.
