It is my hope that this agreement will encourage the development of new markets, new services, lower prices and greater competition.

I hope we will get an agreement, if we are going to get an agreement at all, before the summit.

Obviously, we always hope that they will see their way to completing the Lusaka protocol and peace agreement, but all evidence to date suggests that this is not what they intend to do.
