It is time to send a clear and unequivocal message to the Iranian regime about the concerns of the international community by reporting this issue to the Security Council.

As a first step, we envision a call (by the council) for Iran to cooperate with the IAEA and take the steps identified by the board to restore confidence. The council will then be able to provide the wider authority the Agency needs to investigate Iran's deeply troubling nuclear activities.

We are not now seeking sanctions or other punitive measures on Iran. We seek a carefully calibrated approach in which the [security] council applies escalating measures on Iran's regime.

I think Turkey has a very important role to play in achieving a diplomatic settlement.

The authorities in Tehran, rather than threatening the world, should listen to the world and take the steps necessary to start regaining its confidence.

We are convinced we have a solid majority for the resolution that reports Iran to the Security Council. And that majority is growing.
