It isn't just a bridge project, it's a sewer project. We have known from the outset that it would be awhile before we could work out an agreement with Central San. Whenever there is more than one agency involved, it adds to the complexity of the project.

If that truck had rolled off the bridge and into the creek, it's heavy enough that it would have crushed them both. They were in shock, there's no doubt about it.

We have wanted a sewer; we have needed a sewer.

Consider the situation: Money that was provided because of social networks rather than need; a project designed for prestige rather than to be used; a lack of monitoring and accountability; and an architect appointed for show by somebody with little interest in the quality of the work. The outcome is hardly surprising: a project that should never have been built was built, and built badly.

Unfortunately, the start of the new prescription drug benefit would be described by many patients and pharmacists as a nightmare.

We just kept subbing in fresh bodies and we wore them down. We're a strong team depth-wise. We've got to wear people out.
