It was by no means a historic election with people pouring back into the city to choose the leader who's going to bring them out of the wilderness. Maybe they're not coming back. Maybe they don't see any hope. Maybe they're literally on the verge of changing their addresses. It's something I'd be concerned about if I was a New Orleans official.
