It was critical to change the culture of this facility, and active steps were taken in August to significantly improve conditions.

This will help us change the environment.

Can we do it? The answer is yes.

It is a point in time to be optimistic.

The inspector general's report is an indictment of conditions at Chad that existed in July and August, but steps have been taken to deal with what was a very violent facility. I think Chad is a very different facility than it was six months ago.

That always bothers me. That was one of the major challenges, to change the culture (of the team). . . . I do think you're going to get that type of thing once in a while.
