It's a system that has been significantly stretched.

We realize that something's got to happen. I think there is certainly a resolve to try.

There are employers in this state who are more than willing to hire illegal aliens. Hiring illegal aliens distorts the labor market and reduces income for our citizens.

Their constituents want them to vote for it. They'll sit back and take a breath and look at what the bill means for Wisconsin and they're going to be there.

Certainly addressing the hold harmless clause in any manner is probably like setting dynamite off in a quarry. That's a serious battle. You can't go home too easily and say, 'Look what I did for you. You only lost $20 [million] or $30 million.' It has to be approached in a gradual manner.

If we aren't brave enough to try to begin to deal with the hold harmless clause and we recognize growing counties need more money, we're telling people they must be ready for new tax dollars.
