It's going to be bad. I have to believe this one [recovery operation] will be larger than Andrew. We're talking about a very intense three- to five-year recovery operation.

What you're seeing is revealing weaknesses in the state, local and federal levels. All three levels have been weakened. They've been weakened by diversion into terrorism.

FEMA can be turned around. But I don't think it can be turned around within Homeland Security.

A lot of good was done, but it just wasn't finished. I don't know if it would have saved more lives. It would have made the response faster. You might say it would have saved lives.

Hopefully after we talk with the suspect, we will have a clearer picture of what actually happened.

(The code) says if you're going to put the safety and health of the public in this facility, you will do this if you're going to get a building permit. I take pride in helping people but we can't design buildings for them.
