LEAP is intended to help low-income residents pay their bills, not cover the whole amount. Of course, for the poorest of the poor, those with little or no income, we try to cover as much as possible.

Because the bills are so high, people who wouldn't normally ask for help are throwing up their hands and saying we really do need the help and we're asking for it.

Adding close to $200 per benefit will be a tremendous help. However, heating bills are (in my opinion) running in the $100 to $200 per month or more range for LEAP recipients. Over the winter months, this will amount to $600 to $1,200. So there's still a gap. But the governor's proposal, if it passes, will help significantly.

Residents in the complex cannot pay more than 30 percent of their gross income for rent. The highest amount they could pay for rent would be $320 (a month).

Actually we were trying to start the income tax season a little early. The income tax season is our biggest time of the year.
