Local officials from Adams County wanted to have a clean bill so that it wouldn't get bogged down by requests from other counties.

It certainly would have been premature to notify (the department) before we sent out requests for proposals.

And, that would open the floodgates to many other similar requests in the county, I'm afraid.

Our mission is to document input from local officials about the needs of rural courts, ... We don’t presume to know the needs when we come in. … We have no ax to grind either way. We’re just voicing others’ opinions.
