More and more banks are installing credit-card fraud-protection systems and those systems are getting increasingly sensitive.

The police do a great job with limited resources and budget but they can only handle the really serious criminal activity. But with the FBI, state and local police involved, it can take weeks or months before they can handle the evidence you've assembled.

As the majority of the fraud was committed in prior periods, there was no impact on the company's recent interim result, or future results.

Any informed borrower is simply less vulnerable to fraud and abuse.

That speaks to motive. If you're truthfully concerned about fraud, why are you not addressing something that everybody knows has been used for fraud? It doesn't add up.
