Most of the prohibitions in the bill have loopholes in them. It actually identifies the way lenders can get around them.

It appears that the lenders are prepared to do whatever they possibly can to see this project move forward. They would much rather have an investment in a vessel that is operating than one that they're stuck with having to sell on the international market.
