Multi-member wards have allowed the PAP to bring in new recruits with no political experience by leveraging on the strength of their veteran campaigners.

The incentives are targeted and they may make some difference to people who are in the working class or who are unemployed. I'd expect elections this year because the economic projections at the moment are reasonably positive.
