Often times, candidates are a little coy, but you can read their stuff and figure out where they stand.

We have made a very significant shift in this state on eminent domain. We have gone from a reasonably liberal position, nationally, to being one of several states that now severely restrict its use.

I suspect that's because providing basic services are not Democrat and Republican types of things. And here, I'm not sure how successful campaigning in that way would be.
