One question I get asked a lot, ... is why we think this is such a problem. It's kind of like speeding. If law enforcement stopped writing tickets, it would get way out of hand. That's been our experience. If we don't keep working on the enforcement, it starts to multiply on its own out there. If you have a rule, you have to keep enforcing it. You can't look the other way.
