Our concern there was that the damage can work its way up the sloping slabs of the spillway and potentially lead to failure of the dam. That did not happen this time.

It doesn't concern me that they might have check lists to follow. I've seen the ones that have been proposed by the county commissioners, and it seemed to me reasonable that their lawyers would lay that kind of information out for them like that. I see it as a reasonable method to make sure they comply with the law.

It should remain a concern.

We are concerned going into every hurricane season and we are particularly concerned this year because of the forecast for a larger than normal number of hurricanes. You never want to feel comfortable. As a dam safety regulator you never want to feel your job is done because it's not.

It's not as critical to us as it is to the West Slope because their concern is how much runoff is going into the reservoirs. They count on that surface water storage.

One concern with this plan was that these children would be labeled as Lillian Emery children. Has that been a problem?
