Our job is to serve each tribe. We don't supplant their authority; we do not override their authority. We can only exercise the authority they grant us.

It's not like we're trying to figure out ways not to serve the client, and I think that's the piece that gets lost when everyone is asking why didn't someone do this or that. We all want the same thing. The question is, can we find it?

It won't be a question of how well-trained or well-equipped the army is but one of the authority it serves.
