Our thinking is to make sure that the surface water management system is designed within certain parameters. It's not the type of development but what is generated by the development.

There's no fix in. If you look at how long it takes us to work with these people, it's not like they come in and we approve [the permit] two months later. We've been working with them for two or three years.

We've got to look at each [comment] and see what info they're giving us. If it's 'just don't let them develop,' I can't do anything with that.

There was no water management other than getting it out of the portal through any convenient location, including streams.

Determining when and why this turning point happens is important so governments can encourage improved soil and water management.
